My vision is not bad enough to need a screen reader(often, anyway), and I can get away with minor enlargement tweaks(and I WILL NOT touch 8 if I can avoid it), but I recommend Ian either buy his next machine from the small business arm of his chosen PC manufacturer to get 7, and would point him to an organization near him that specializes in independent living assistance(similar to one near me: http://www.sailinc.org/)
