The Windows 8 start menu trick only gives you the start menu of programs available for all users. You need to create a second toolbar pointing to C:\Users\%username%\AppData\Roaming\Microsoft\Windows\Start Menu to get access to the programs that are only available to a specific user. This trick doesn’t put you directly in the Desktop at boot.
In California, computer technicians are mandatory reporters. Which means, that is a tech found evidence of child abuse, indecent images, etc. then the tech must report it to the police.
