you can also try killing explorer.exe in taskmanager then erase the file from a command prompt (path to file).
(the file removal tool in Spyware Terminator is also very effective)
If you have a Bart PE disk to hand you can use the built in file manager to browse to and delete the file. Since Windows won’t be loaded the file will not be in use and should delete without any problem.
